In the name of God the most gracious and merciful

I deeply welcome and greet the respected Ayatollahs and Islamic scholars. I say thanks to Allah that he gave me opportunity to address in this spiritual meeting. Peace be upon the pure soul of Imam Khomeini and the great martyrs of the glorious Islamic revolution as well as the members of the Assembly of Experts as this meeting has been held to tribute their great services and  efforts. I pray to God for their high ranks and great rewards. إِنَّهُ وَلِيٌ‏ حَمِيد

No doubt that the members of the Assembly of Experts especially late ayatollah Mishkini and late Ayatollah Mahdavi kani are rewarded by God almighty. Their constant efforts under the great leadership of Imam Khomeini led to the success of the Islamic revolution and the establishment of the Islamic Republic of Iran and this will never be erased from the brilliant pages of history as well as the peoples mind and it will be a source of honor for them.

Their bright faces, piety, reluctance to the mortal world, living a very simple life, scientific and artistic aspects and meanwhile Jihad and revolutionary activities, each of these attributes were the titles for the introduction of Islam and revolution.

They were completely reliable for people and very popular in the various parts of country because of their deserving imitation and constant support to Imam Khomeini, concentration to achieve the sublime thoughts of the Islamic revolution, continuous struggle centered on success and patronage of jurist guardianship, defense and total benevolence of the Imam Khamenei after the death of imam Khomeini, maintaining a high position for jurisprudence and avoiding extreme politicization while having believe on political Islam.

I again pray for their high ranks and their resurrection with the prophets PBUH, martyrs and the progeny of Mohammad PBUH.

وَ مَنْ يُطِعِ اللَّهَ وَ الرَّسُولَ فَأُولئِكَ مَعَ الَّذينَ أَنْعَمَ اللَّهُ عَلَيْهِمْ مِنَ النَّبِيِّينَ وَ الصِّدِّيقينَ وَ الشُّهَداءِ وَ الصَّالِحينَ وَ حَسُنَ أُولئِكَ رَفيقا

History will testify that Shia clergies in the heavenly concealment of infallible Imam AS to apply the commandments of God, coming out of the rule of tyrant and dictatorship, brought the people to jurist’s guardianship and the obedience of God, so that the Islamic nation will rely on fully qualified jurist and entrust their affairs to God almighty.

The sacred system of the Islamic republic of Iran is the cornerstone of the great Islamic civilization that Imam Khomeini the fonder of great revolution, build this magnificent building by relying on the Holy Quran, Jafari jurisprudence and completely inspiring by أَئِمَّةً يَهْدُونَ بِأَمْرِنا, in the homeland of Hazrat Salman mohammadi, who may be an interpreter of this saying of the Holy Prophet PBUH between the sects:     لَوْ كَانَ الدِّينُ فَي‏ الثُّرَيَّا لَنَالَتْهُ رِجَالٌ مِنْ هَؤُلَاءِ

Imam Khomeini didn’t try to find the truth of religion in the branches of jurisprudence but he used the jurisprudence and all its branches in order to fulfill the truth and to achieve the valuable goal. He was seeing the essence and extracts of the Quran and the jurisprudence on a high level which provides all aspects of the human life. It has a complete plane to fulfill the real needs in all fields of human life. Imam Khomeini considered the devotion and worship as a real path for human perfection that can be only gain by collective worship and faithful community.

According to Imam Khomeini’s point of view, achieving a sustainable and comprehensive development in all aspects of life such as cultural, social, political, legal and economic depends on complete and accurate application of the Holy Quran as well as the implementation of the teachings of Prophet Mohammad PBUH and infallible Imams AS, as the Holy Quran says:

وَ لَوْ أَنَّهُمْ أَقامُوا التَّوْراةَ وَ الْإِنْجيلَ وَ ما أُنْزِلَ إِلَيْهِمْ مِنْ رَبِّهِمْ لَأَكَلُوا مِنْ فَوْقِهِمْ وَ مِنْ تَحْتِ أَرْجُلِهِم‏

It was Imam Khomeini’s thoughtfulness that he considered the jurisprudence as a practical theory of religion to run the society and the government. He realized the jurisprudential reasoning as the legal addresses to provide the text regulation to the Islamic society but the human society forever. He recognized the secret of revelation detachment, seal of the prophet hood and immortality of the Holy Quran in the unlimited management of the Islam, Quran, jurisprudence and preprograming which is embodied in the form of sanctity and Imamate. 

In his point of view jurist before identifying the individual branches of jurisprudence, it is wide range recognition of the dynamic management of human society in all aspects of life. On the base of this point of view, he considered the guardianship as ongoing and sustainable after the heavenly concealment of Imam AS. Therefore the jurist who did hard work and great efforts to understand the deep views of Quran, Islam and the infallible progeny of the Prophet PBUH then he became able to understand the religious question in different areas and fulfilled the needs of human. He got this rank of leadership through God almighty and appointed by the infallible Imam AS to lead the Muslim society so it is duty of Muslim nation to accept his rightful rank of guardianship.

لَقَدْ أَرْسَلْنا رُسُلَنا بِالْبَيِّناتِ وَ أَنْزَلْنا مَعَهُمُ الْكِتابَ وَ الْميزانَ لِيَقُومَ النَّاسُ بِالْقِسْط

According to Imam Khomeini issue of imamate and guardianship is a flow against the tyrant throughout the history and the real recognition in jihad and discretion is to apply the religion and the Quran and it depends on the religious sovereignty and guardianship system. Holy Prophet PBUH started this system and was continued and developed by the infallible Imams AS and in the heavenly concealment of Imam Mahdi AS this authority is given to the well aware and skillful jurists of their era and it the duty and right of Islamic society to accept and choose such jurists.

As mentioned in the verses of Holy Quran that real faith is obedience, acceptance and being surrender in front of the rule and guardianship of the Prophet PBUH in all areas of human life and in result a faithful society would emerge and they will engage to God almighty, guardianship of Holy Prophet Mohammad PBUH and the infallible Imam AS in all matters of dispute.

فَلا وَ رَبِّكَ لا يُؤْمِنُونَ حَتَّى يُحَكِّمُوكَ فيما شَجَرَ بَيْنَهُمْ ثُمَّ لا يَجِدُوا في‏ أَنْفُسِهِمْ حَرَجاً مِمَّا قَضَيْتَ وَ يُسَلِّمُوا تَسْليما

In Islam as Imam Khomeini defined that reality of faith is to accept the guardianship of Prophet PBUH and his infallible progeny in all ages and times and guardianship of Prophet PBUH and Imam AS is not only limited in their presence or normal life because it has been mentioned in Islam and Quran that this guardianship will continue till the last day of world and it will bring the humanity towards the perfection and excellence. Therefore this comment of Imam Khomeini remained memorable that jurist guardianship is the extension of the same guardianship of Holy Prophet PBUH.

In fact guardianship is divine’s essence and it’s exclusively specific with God almighty and by his commands this guardianship and imamate granted to the prophets, successors of the prophets and the infallible Imams AS. In the era of heavenly concealment of Imam Mahdi AS a qualified and legible jurist will be the Imam of Muslims who is the most evident and clear than others in divine’s laws as well as the conditions of time and place. He applies the divine’s law in Islamic society and an absolute guardianship of jurist is the implementation and adaptation of law and the rules such as social, political, economic, cultural and divine decree on the Muslim community and all these things will be done by the most competent and most evident person during the heavenly concealment of the infallible Imam AS.

There is a verse in the Holy Quran:

: إِنَّا أَنْزَلْنَا التَّوْراةَ فيها هُدىً وَ نُورٌ يَحْكُمُ بِهَا النَّبِيُّونَ الَّذينَ أَسْلَمُوا لِلَّذينَ هادُوا وَ الرَّبَّانِيُّونَ وَ الْأَحْبارُ بِمَا اسْتُحْفِظُوا مِنْ كِتابِ اللَّهِ وَ كانُوا عَلَيْهِ شُهَداء 

In Quran the criterion of the legitimation of Prophets, Imams AS and trained jurists of the school of Prophets sovereignty is two things, first بِمَا اسْتُحْفِظُوا مِنْ كِتابِ اللَّهِ و second وَ كانُوا عَلَيْهِ شُهَداء first he should be a noblest person as well as the protector of divine’s book and law. Secondly, he should be the witness as he must up rise and do hard work to guide the community and revive the divine law for himself and other people. These two points are common for all divine religions and it is not specific with Torah and Jewish scholars as the verse revealed. Therefore, Abi Amr Al-Zubairi has narrated from Imam Sadiq AS about this verse of Holy Quran, he says:

(إن مما استحقت به الإمامة التطهير و الطهارة من الذنوب- و المعاصي الموبقة التي توجب النار ثم العلم المنور بجميع ما يحتاج إليه الأمة- من حلالها و حرامها و العلم بكتابها خاصّه و عامّه، و المحكم و المتشابه، و دقائق علمه و غرائب تأويله و ناسخه و منسوخه، قلت: و ما الحجة- بأن الإمام لا يكون إلا عالما بهذه الأشياء الذي ذكرت قال: قول الله فيمن أذن‏

الله لهم في الحكومة- و جعلهم أهلها «إِنَّا أَنْزَلْنَا التَّوْراةَ فِيها هُدىً وَ نُورٌ يَحْكُمُ بِهَا النَّبِيُّونَ- الَّذِينَ أَسْلَمُوا لِلَّذِينَ هادُوا وَ الرَّبَّانِيُّونَ وَ الْأَحْبارُ» فهذه الأئمة دون الأنبياء الذين يربون الناس بعلمهم، و أما الأحبار فهم العلماء دون الربانيين، ثم أخبر فقال «بِمَا اسْتُحْفِظُوا مِنْ كِتابِ اللَّهِ- وَ كانُوا عَلَيْهِ شُهَداءَ» و لم يقل بما حملوا منه‏)

In this hadith, Imam AS has clearly expressed that Imam of Muslim nation must be witness as well as he must have deep and comprehensive recognition of religion in all areas of human life and by referring to this verse, he includes the scholars in the issue of imamate with the given two points.

بِمَا اسْتُحْفِظُوا مِنْ كِتابِ اللَّهِ وَ كانُوا عَلَيْهِ شُهَداءَ

Of course there is a very important discussion in these points    verse   what does it mean that these are two principles in the Islamic government and the imamate which needs more discussion and explanation.  

However, Imam Khomeini’s purpose was to make such a system and civilization which matches with religion, real awareness of Islam and Quran. He considered the Quran and Jafari Jurisprudence as a comprehensive program to provide resurrection and livelihood. He knew the jurist guardianship against the evil and tyrant’s guardianship and denying the domination of a man on others and being in the fortified territory of divine guardianship. He introduced the jurist guardianship as a divine gift for Muslim nation and great nation of Iran which is against the dictatorship and despotism. It is one of  the characteristics of Shia school of thought and the sublime thoughts of imam Khomeini about grand objectives, Islam and Sharia which resulted in the success of Islamic revolution and the establishment of Islamic republic and an amazing change was marked in the history, causing awaking and Islamic revivalism. He taught to all oppressed people of the world, the real path for Jihad and resistance against the dominance and arrogance. Of course there is matter about the principles, perspectives of the sublime ideas of Imam Khomeini and its impact and gained changes needs another opportunity, we shall not touch this topic now.

It is enough to say that Assembly of Experts is an entity which has solemn and heavy responsibility to protect the sacred Islamic system. It is the best jurist and Islamic mechanism for the introduction of imamate of nation and continuation and durability of the divine laws and Islamic government. I am so thankful to God that this assembly has passed the test with honor after the death of Imam Khomeini and by the prominent choice of the supreme leader Islamic revolution grieving hearts for the loss of imam got comfort. He encouraged the faithful believers of Islam and revolution and disappointed the dominating system and world’s dictator who was hoping for the annihilation of the Islamic republic after the death the great leader of revolution. He showed a very clear and pivotal role of this assembly for the protection of Islam and republic system. I hope that by the God’s guidance and maximum participation of the nation in the upcoming elections of the Assembly of Experts will be elected in this major and basic stronghold and they will serve the Islam and Islamic system honestly as well as support the valuable aspirations of Imam Khomeini, precious martyrs of Islamic revolution and the absolute guardianship.

Another important point that should be noted that there are two very important elections going to take place in one day and by the grace of God and the special heed of Imam Mahdi AS great participation of our nation’s democracy more and more widen. The Islamic Republic of Iran has always been subject to the extensive support of nation and our nation has always been disappointing the evil and international devils especially America, Israel and the dominating system by their great participation.

No doubt that the epic presence, especially in the current situation, will lead to further strengthen of revolution especially in the international area.

Respected candidates of the Assembly of Experts and the Islamic Consultative Assembly who are candidates for national and religious duty and expose themselves elected to serve Islam and the revolution. They should be careful about political virtues. Candidates for the Assembly of Experts should be careful about their noble and sublime position and by the grace of God all participants are heedful. I said in the joint session of the heads of Assembly of Experts with special commissions that chastity and piety is necessary in campaign for the Islamic Consultative Assembly as well. But this necessity should be more in the campaign of the Assembly of Experts qualitatively and quantitatively. Spiritual aspects of the Assembly of Experts should not be in the throes of the while simultaneous election. People consider the experts as their spiritual father so, temper tantrums through campaign are not worthy for the Islamic Consultative Assembly but it is never been acceptable by the Assembly of Experts.

I hope and pray to God for the long life of the supreme leader of the Islamic revolution and our country and nation may successful in the path of righteousness and it should be unbeaten against the resistance and dictatorship. O God, give them success in serving the Islamic system and noble Iranian nation.
